Hồng Kông đã thực hiện một bước quan trọng để điều chỉnh ngành công nghiệp stablecoin, đề xuất khung pháp lý yêu cầu cấp phép.
Đề xuất này do Cơ quan tiền tệ Hồng Kông (HKMA) và Cục Dịch vụ tài chính đồng công bố, nêu ra các yêu cầu chính đối với các tổ chức phát hành stablecoin hoạt động tại Hồng Kông.
Theo hệ thống quản lý được đề xuất, nhà phát hành stablecoin sẽ cần phải có giấy phép từ HKMA nếu họ phát hành một stablecoin tham chiếu giá trị của một hoặc nhiều loại tiền tệ fiat ở Hồng Kông.
Yêu cầu cấp phép nhằm mục đích mang lại sự ổn định và giám sát cho thị trường stablecoin đang phát triển.
Để đủ điều kiện nhận giấy phép, nhà phát hành stablecoin phải được thành lập tại HongKong, có sự hiện diện quản trị và thiết lập cơ chế ổn định hiệu quả.
Điều này liên quan đến việc duy trì một nhóm tài sản dự trữ chất lượng cao, có tính thanh khoản cao thông qua các thỏa thuận lưu ký thích hợp.
Đề xuất nhấn mạnh rằng chỉ những stablecoin do các tổ chức được cấp phép phát hành mới được phép cung cấp cho các nhà đầu tư bán lẻ.
